Why

A send button is only honest if the message actually arrives somewhere a person is accountable for reading. That destination has not been verified yet, so no send path exists. Showing a confirmation we could not stand behind would be worse than showing none.

What still works

The full scope draft builds, validates, and can be copied or printed. It is exactly what a person would read.

What happens next

When a verified destination exists, a send path is added and this page is replaced with the real confirmation flow. Until then, no message is transmitted, received, or stored.
